Gee, I dunno, John. Consider the experiment I suggested to you, which 
you can replicate. Doesn't seem to be straightforward to do the lock as 
you suggest. Perhaps you should take your idea to an engineer first to 
see what he says about a scheme to enforce the lock as you imagine it, 
and THEN we can address your question about how fast it should be able 
to go. Or better yet, you can ask the engineer that question.

What a PHYSICIST will tell you is that as the spin increases, the 
precession rate DECREASES normally, and it does not stay locked in any 1 
to 2 ratio.
