But you would be wrong. First of all, fracking is not well suited for 
oceanic drill sites, partly because you are lengthening the drill line 
by having to get to the bottom first, and on top of that there is a much 
broader contamination problem, because ocean water gets carried everywhere.

If you have coal where there were no towns before, you will now have a 
town. If you have oil where there were no towns before, you will now 
have a town. California Gold Rush, Alaskan oil, Pennsylvania coal, 
Chinese cerium mines, Dubai oil fields, how many examples do you need?

Depends on how you value the land. The value of the land goes UP if you 
have mineral rights and so get a royalty off the oil/gas pumped out of 
the ground. But the value of the land goes down if potable water gets 
contaminated. The first rise happens faster than the second decline, as 
is often the case with any natural resource exploitation. This applies, 
for example, to forests for logging, which becomes eroded and unarable 
land after decades of lucrative logging. Also goes for coal mining, 
metal mining, water drilling, you name it. So it's not a simple question 
to answer about land value.
