That's only partially correct.  The wheel will make one extra
rotation whether it rolls on the outside or inside of the circle.

The difference is in the DIRECTION of the extra rotation.

When the wheel rolls on the outside, the extra rotation is in
the same direction as the roll of the wheel.  Thus the total
rotations is 100 + 1 = 101.

When the wheel rolls on the inside, the extra rotation is in
the opposite direction to the roll of the wheel.  Thus the
total rotations is 100 - 1 = 99.

Further question:  How does this behavior relate to the
mathematical curvature of the curve upon which the circle
rolls?
