It has nothing to do with air capacity for moisture,
it is solely an attribute of water,
( aside of very minor influence of air-water molecule interaction.)

the air is not needed, it works for vacuum as well.

The "advanced equipment" means
2 thermometers,
a small reservoir of water
a small textile sleeve keeping one of thermometers wet
psychrometric tables. ( for James - not psychometric )
