The jets are created by the accretion disks, which are outside the black
hole.  Since the matter was never "inside" the black hole, it is not
a contradiction that they come "from" a black hole (not quite).
Where do the jets end up? Depends on where they happen to be aimed.  Maybe
into interstellar space and nothing happens.  If they happened to be
directed at a gas cloud, maybe they will trigger star formation in the
cloud.  Lots of things seem to trigger star formation in gas clouds.
Supernovae, motion of other stars, compression (as when a cloud moves
into a galactic arm), black hole jets striking the cloud, etc.
