So we know this is a kookclaim by Roger, therefore it must be a lie. So
how is it a lie?  Simple.  The MPEG compression didn't keep up with the
very high speed action so it reverted portions of that frame to the
contents of previous frames, which would be of an intact building.  At
normal playback speed you'd never see it as the frames are 1/30 second
apart.  And, depending on everything, some video imagery that should have
been in that frame may or may not influence the next frame.

You kooktards really should quit examining MPEG compression artifacts
with a microscope.
