Hey moron, you are not right. There are no charges to be arranged over 
whatever metal you say. That's not the job of a conductor. But the 
conductor conducts the potential taken from the surface of the present 
insulator/dielectric, then, in case you are too close and at a much lower 
potential, you may get hurt. This is how these thing works in Nature and 
in Physics, moron. Nice to meet you too. The metal is there just to 
conduct the potential.
