One metric tonne of water has a volume of one cubic meter (1 tonne water 
≡ 1 m³)

so total volume of water is 10 billion * (2015 -2003) = 120 billion 
cubic meters, 1.2 10^11 cubic meters

  361,132,000 km² water surface area of earth oceans, or 3.6 10^11 sq 
meters of ocean area


or the oceans should have rose 0.33 meters, or 3,300 mm


but that did not happen at all, the rise is less than 1 mm .


so, who is wrong ?
