Let's say a car company emerged, saying that it had produced a design 
for a car that ran at highway speeds and could handle uphill grades 
without any difficulty, all on solar power power stored in batteries. 
The company promises that all you need to do is leave the car parked 
outside in the sun during the day. Let's say that it had no shippable 
cars but it had two or three prototypes that were in the hands of 
business partners for testing. Let's say that it was taking pre-orders 
and drumming up interest and investors. Then one day this company 
announces that it may not be able to ship cars after all, because 
despite all the quality engineers that have produced this awesome 
technology, nobody in the company seems qualified to have the car pass 
mandatory highway safety tests that all other car companies do as a 
routine. Nor does the company seem able to find anyone to hire that has 
any experience getting cars to pass mandatory highway safety tests, 
despite the fact that the market obviously has such talent.

Now, in this situation, does this cause you to squint with doubt at the 
car company, or does it cause you to rant against the evil forces that 
are suppressing innovation?

I can tell you, there are con-men in the world that are counting on the 
people that belong to the latter.
