'Liquid water' is one of three forms of water: ice, liquid and vapour.

Since the surface of Mars is too cold for liquid water in the realm from 
0° C to 100° C, the statement makes sense, since 'liquid water' 
suggests, Mars once was warmer.

But we know about water (liquid, of course) from other features of that 
  planet, too.

The Mars is predominantly red (reddish, actually more like brown). This 
seems to be sediments of iron-oxide.

Now: how got the iron distributed that fine upon the surface?

Answer: it was dissolved in water, the water disappeared and the surface 
got 'red'.

To make iron dissolve in water you could conduct the following experiment:

Connect two iron rods in a water bucket (jar or bassin etc.) to a bridge 
rectifier and that to the electric power supply.

The water would bubble, get hot and build a brown flaky substance, which 
is iron oxide, floating in water.

If the water boils away, the surface would look like the Martian surface 
does.

(btw: a similar effect is observable in inner Australia, what is also 
predominantly red).
