So you accelerate using Earth based lasers.

Then you decelerate using...?

Actually, science fiction author Robert Forward proposed a system using 
a detachable outer ring to the sail that is used to reflect laser light 
from Earth back to the sail on the craft, accelerating the outer ring 
while decelerating the craft, but I don't think NASA are intending that.
