Though

"average distance between homes is about 1.63 miles"

is something I'm rather sceptical of, at least if it's interpreted as 
meaning the average distance to be travelled to reach the next home. If 
we assume that Santa can solve the travelling salesman problem, and take 
the optimum route, and given that the vast majority of homes are in 
towns, I would expect the average distance to be much less than 1.63 miles.
