Your little "theory" has only a few minor flaws:

1. Light-years is a unit of distance, not time.

2. Aliens to arrive here would have found a way to travel faster than light,
   (allowed by general relativity).

3. If they would not travel faster than light, then they would
   travel in generation ships, so they would evolve while traveling.

4. In order to make the journey, they would have evolved far beyond humans
   already when they started, at least in their society and technology.
