Ezekiel,  RDRAND has numerous problems;
if it worked properly, rand() would use it.

1. It doesn't work on most systems, including mine.
2. You can't guarantee that it'll work as advertized.

I don't see how passing the low bits of 
QueryPerformanceCounter() to srand() wouldn't
be good enough for anyone and everyone.
