No, you senile fool, Fullerton has always been at-large and it is not
against any California law as most California cities are at-large.

Fullerton was sued by Asian and Latino groups and the ACLU alleging the
at-large system was denying minorities the ability to elect candidates
of their choice.

To settle the suite, the city agreed to draw up plans to develop districts
and put the whole issue before the voters.

You know nothing about the city of Fullerton, how it's givernment works,
or what issues face the city.
