The complete equation comes from SR's composition of the velocity c/n with the
velocity v, when they are parallel:
v' = (c/n + v) / (1 + (c/n)*v/c^2)
c/n is the velocity of the light ray relative to the medium frame;
v is the velocity of the medium frame relative to the lab frame;
v' is then the velocity of the light ray relative to the lab frame.

Well the speed of sound in air at NTP is the same everywhere,
and the same is true of the speed light, of course.

And as i told you before if you measure the speed of light in a tank of
water on a train,you will certainly find that relative to an observer on
station:
velocity of light = c_water + velocity of train
It really is very simple to show this. The time it takes light to
travel through 1 meter of water does not vary with the speed of the train.
Whereas the path length (if the train is moving away from the observer
in the same direction as the light being measured) increases by v*Dt.
This trumps Fizeau's flowing water in pipes, and anyone who
had half the experience i have with fluids flowing in pipes
would know this for sure.

Actually not a good rationale. The experimentally validated law of composition of velocities is quite clear in accounting for two distinct behaviors. For speeds less than the terminal speed, this speed will vary with frame. But for the terminal speed this speed does not vary with frame.
