What is really being said here is just that the event has space-time coordiantes (x,t) ..." A.P.French, "Special Relativity", section entitled "observers". I suggest you read that whole section (and its last paragraph) to get some understanding on the meaning of the word "observers".

What is been said there is that the event E relative to A has the Frame's S coordinate x and t wrt A.
