NO IDIOT. The seconds I put back on the clock is due to ME who turned it back a few seconds. During the trajectory of the clocks, they were OFF, so they both were ticking at a rate of "zero", they were not ticking.

1.   Why do you need to turn back a few seconds manually if the clocks were not accumulating clock seconds at different rates.

I bring one over there, bring it back, and put it back a few seconds before zero, like 11:58 and fix it at that value. Then I compare the two clocks: One displays 0 and the other -2 mins. Sigh!  NOT SO!  When two clocks are compared and their values differ, that is called "discovery of an difference," i.e., one or both of the clocks is wrong.

When two clocks show the same time, and one of the clocks is moved at high speeds, if the time on the two clocks differ when the clocks are brought back together again, that is called "velocity time dilation."

When two clocks show the same time, and one of the clicks is raised to a higher level, any difference then shown by the two clocks is called "gravitational time dilation."

YOU may call it "discovery of an difference", but in the parlance of physics, it is called "time dilation". When you jump into a community, it is up to YOU to learn their language. You can not impose YOUR language on them. Have a little respect will ya! In physics, "time dilation" i an expression designating the fact that two values (of clocks) differ when compared.   
I prefer to call it t' < t.

You're just talking gibberish.  You just have to define what you are going to talk about before you start talking.  The two characters in your example are not talking about the same thing.  

What I'm trying to do here is to have us both discuss the same thing: EVIDENCE OF TIME DILATION like the NIST and Hafele-Keating experiments.  But you keep going off on tangents and changing the subject to argue that I must do as you do in order to believe as you believe.

Its not gibberish and makes complete sense. Its a simple basic 
question expressed with very simple words. If you dont understand 
it, then you have a severe deficiency in reading skills &

They are both discussing the speed relative to them. If each measures the speed of the thing, they will both give different results. 

Say you & Bob have identical radarguns. Bob, driving in the car points the gun to the can on his dashboard. What will his gun display? Zero, right?
And you, stranding on the side of the road points your gun to the can. What does your gun display? 50 mph right? That is what we are talking about.

But YOU dont understand the meaning of "time dilation". Each person uses it to mean a different thing, and you dont have the cognitive abilities (yet?) to discriminate between all its different meanings. Words have different meanings depending on contexts. 

Down to it, time dilation (TD from now on) means that when the two clocks were compared, the values differed; t' < t. This definition dos not mention anything about "during" the trajectories. Only the final values appear in this definition.

So if you have two accounts, yours and relativity's, about what the 
nature of time dilation is, how do you propose to settle the dispute

I suppose it can be argued that the GPS satellite is in one "frame of reference" and the ground stations are in another "frame of reference," and that is why adjustments must be made.  But there is really only ONE OBSERVER: the guy who designed the system.  He observed what was going on and created a system to deal with it.

Ed, I'm going to just point out that BECAUSE you have read nothing of 
value about relativity, then you do not know what you're talking about.

You have a MISTAKEN notion that if there is ONE HUMAN BEING, then the 
experiment involves only one observer. You also have the MISTAKEN notion 
that if there is only one observer, then there is only one frame of 
reference. You do not even have a clear idea of what an inertial frame 
of reference IS. Which is a shame, because it clearly described in 
Einstein's little book for the general population, freely available on 
the web, and for which I provided a link earlier.

It is important to learn what physics terms MEAN, not what your common 
sense and everyday vernacular would lead you to GUESS what they mean.

You need an observer to set up an inertial frame (coordinate system). Since there is only one observer then there is only one inertial frame. If you want to argue why the higher clock accumulate clock second at a faster rate then you should say that the higher clock is following a different trajectory in spacetime.
