They can both count the same signals sent from an oscillator on Earth. After 1 million years, their readings will be identical. The same applies to a clock sent to Andromeda and back. It wont be any different from the one counting on Earth.

QZSS consists of several satellites in highly inclined geosynchronous orbits timed so that one satellite will always be high overhead in the Japanese sky. Current satellites use rubidium clocks, but they carry prototypes of non-atomic clocks that will depend on continuous correction by ground clocks, in effect acting as transponders of ground time with some failover capability. Advantages will be much cheaper, lighter weight satellites that can be boosted into space using smaller rockets.

They wont accept that all the clocks are in absolute synch and the fact that they are all moving relatively does not matter one iota. They avoid that subject by claiming none of the clocks are inertial and it is the ECI frame that determines light speed. Quite obviously GPS has nothing to do with Einstein's silly theory. Linking his name with it is another example of the way the grand conspiracy has been operating for 110 years.

Your reference is about the Space/User-segment interface, so it has nothing to do at all with the control segment and thus the clock synchronization. If you do the sums, then you find that a constant clock offset of ∆ f/f = - 4.4647E-10 for all satellites has next to no effect on the GPS accuracy ( http://www.physicsmyths.org.uk/gps.htm ). And in Sect. 4.6 of the document http://www.georeferencial.com.br/old/material_didatico/entire_GPS.pdf they inform you quite clearly that the satellite clocks are synchronized AS REQUIRED (that is regardless of the nature of the clock drift) to keep them within 1 ms of the ground clock (corresponding to about 1 month of the relativistic clock drift!) and within 20 ns of each other. This and nothing else determines the GPS accuracy.
