GPS is a *system* whose components need to work together. Without the GR clock correction, the *system* is broken.

Without the GR correction to their clock dividers the system could not meet its requirements -- neither requirements on position accuracy nor the requirement that GPS time remain within 100 ns of UTC modulo leap seconds. You can safely assume for the sake of the argument that all ground stations that are used to synchronize the satellite clocks with each other are themselves synchronized with each other. The point is that it does not matter for the accuracy of GPS whether the satellite clocks all run fast or slow by the same relative amount 4*10^-10 compared to the ground clocks or not.

If satellite clocks were not given the GR correction, time transfer between Schriver AFB and Diego Garcia would be vastly more complicated. If you don't think so, then work out a procedure for transferring time between Schriever AFB and Diego Garcia using satellites that have *not* been provided the GR correction.
