And SR, of course, predicts what time difference should be measured in the MOVING frame (as a function of L and v). Since the speed of the fiber movements are far lower than c, there are no *intrinsic* issues with their use to disseminate time. Second order effects are completely negligible. The only difficulties are *technical* difficulties resulting from fiber stretch and bending, and Tom is employing feedback control methods to measure and compensate for these potential sources of error. Being measurable, these potential sources of error are controllable.

Indeed the effects of fiber bending and temperature variations are compensated, with a bandwidth of a few hundred Hz, which is much larger than the frequency of such variations. Tom Roberts

Lest you misunderstand and distort again (Odd Bdkin already misunderstood the first point) You have no means of reliably ensuring the simultaneity (in the lab frame) of the signals being generated, controlled and measured in the rod frame.

The controls are AT REST IN THE LAB. They ensure that the light pulses at the mirrors are simultaneous IN THE LAB. So to test whether simultaneity behaves from frame to frame as SR predicts, I measure the time difference between pulse arrivals in the ROD (moving) frame.
