The energy of those protons is MEASURED to be 7 TeV [#]. Several different
techniques are used, and they give consistent results:
* calorimetry, which directly measures energy
* apply E^2 = |p|^2 + m^2, and determine |p| from their bending
radius in a known magnetic field.
* measure the total energy in the beam by summing the energy
transferred from the accelerating RF to the beam; count the
particles and divide to get the energy of individual protons
[#] 7 TeV = 11.2 erg. So each proton has a MACROSCOPIC energy.
None of these measurements are as accurate as one would desire, but they reject
the Newtonian KE=0.5*m*v^2 enormously.

Tom the speed is know quite accurately from the way the field is changed. The energy is calculated from that...but wrongly. Other methods are used to check whether that figure is correct, the classic one being the use of a bolometer.
