There are no rules, and there is more than
one effect of relative motion.
The best way to understand the rational
effect of differences in elapsed time on a
clock that has moved is to understand the
Divergent Matter model.
It does not depend on the math using
the speed of light as a limit or reference
speed, it shows why elapsed time on the
moving clock is the "proper time" of that
clock, and the distance traveled is less
for faster moving clocks.
So, the math then is simply the actual
distance traveled vs the proper time of
the clock.
Quicker trips are shorter trips. And
the elapsed time on the moving clock
has nothing to do with what observers
see, the trip is longer if more time is
taken to complete the trip because
matter is expanding in the Divergent
Matter model, and the Earth is also
expanding in the Divergent Matter
model, and distances become longer
if the trip is slower in the Divergent
Matter model.

Without the predictions of GR, a lot of
trial and error and wasted satellites would
have been needed.
The symmetry is more of a verification
reference than physical tool, no reason to
hate it just because you don't understand.
