I am getting the same answer using old school classical wave theory. Impedance changed but the speed of light remained constant for and expanding universe. We give vacuum too much respect. Its just another medium and should be treated as such.

If the universe is expanding as all mainstreamers say, then the blue shifting seen  in the past is due to a different vacuum impedance.

involving meters-squared per second.  Take Planck's constant, which has
the units of joule seconds, or kg*m^2*sec/sec^2, or kg*m^2/sec.  So I
guess you'll now have to claim that mass halves every ten minutes :-))

But pressure is Force/Area = kg*m/sec^2/m^2 = kg/(m*sec^2).  Oops, since
mass is decreasing while time and distance are increasing, we must be
breathing vacuum now.

        Do you remember how to measure the
quantity of mass?     Accelerate the test specimen,
and calculate the mass from the distance and time
data.

        If the distance and time interval both change
the same way, the result will be the same even
if the unit lengths change.

        Mass per unit of volume may be a little
more difficult, and acceleration of the surface
as the unit lengths double, but those are
minor details.

So if time expands at the same rate distance does, acceleration must

to do the simple math for matter expanding,
and how surface gravity on Earth is about
one g when the radius doubles and all
