conclusion that Feynman didn't discuss this so-called inconsistency

That's what happens when someone attends book stores and does their
reading of books that get sold before the reader has a chance to
finish them. A partial education is far worse than none at all
because that's how a "know it all" arrives at that impossible
situation.
