Greetings,

I have debated a theory this August on Cosmoquest.org against creditable 
astrophysicists and I was able to defend or add answers to the following 
areas:

- the perihelion precession disparity
- the gravitational light bending
- the galactic rotation curve using the mass distribution of the galaxy
- part of the Pioneer 10 anomaly
- the GPS time dilations cancellation altitude
- the expansion of the universe
- the black holes
- the time dilation of speeds < 40% c
- solving the mass of the visible universe based on the value of kappa
- the FEL experiment (derivation is unknown but should be easy to solve)

What is outstanding is:

- the muon decay (lack of resources)
- debunking heavy ion storage rings (lack of resources)

For example we can see here the flat rotation curve I get using my 
formulation:

Furthermore I have a simulator that I used to estimate most of my 
predictions and its code can be downloaded and run on your Linux (Ubuntu 
preferably) with:
$ svn co https://github.com/philippeb8/finite-theory

Please make sure Qt5 is installed on your system and then you can simply 
type:
$ cd finite-theory/trunk
$ qmake
$ make
$ ./ft

My question is: is there anybody from NASA I can contact at this point?

I took two gems from this debate 

A] Time is absolute in the sense that it cannot take negative values. It's like a Kelvin.

Before talking to anyone you need a new prediction that comes from finite theory that is not covered by other theories. Not an easy task but it is the fast way to get attention from those who matter in physics. Talk is one thing but if you have the empirical evidence in your back pocket it is a very different story. Let the experiment do the talking for you. No one worth their salt in physics will turn their back on empirical evidence. An example of this is a Bell test for entanglement. Entanglement is a bitter pill to swallow but few turned their back's on the disappointing test results indicating entanglement is true.

It does not end there. Once a new prediction is at hand it must be testable at a reasonable cost. The Doppler vs frequency of Voyager 1 dish could be one test. Perhaps there are other tests?   

For VEPS theory I am keeping it simple with a blunt statement that time dilation has a voltage coefficient of 1 part in 10^9 per M Volt FoR. That coefficient matches our sky charge for our GPS satellites of 1/2 CPS at 1 GHz for 500 K Volts FoR. If anyone cares to debate this I show them the hard data from my test results on earth , plus GPS data to back it up and it correlates with general relativity. Mass warps space is replaced by voltage frame of reference warps space caused by mass. Space being virtual positronium in this case. The electron comes from our vacuum not matter to get a feel for how that works. This way there is no wiggle room or need for debates with blah blah blah as the empirical evidence is already in place.

That experiment was done in 1971 by Hafele-Keating. Why would you want to repeat it?

That is not the same because now the wavemeter is traveling faster than 
the equivalent of Mach 3, relative to the surface of the Earth.  This 
makes all the difference.

          The equator rotation speed is nearly Mach 1.5,
so with that subtracted from the velocity of the ISS,
try about Mach 28.   ( don't do math, because I don't know how)
