A GPS second is redefined to have 4,4647 periods of Cs 133 radiation than the ground clock second. Time ticks at different rates at different altitudes, PERIOD. It has been demonstrated countless times. Tom just considers the people who did the demonstrations to be INCOMPETENT. OR, if they are not incompetent, he says the people writing about the experiments were LYING. Signals cannot change rates while moving down a mountain. Ed Then yes, you understood the procedure I guess. But that's different from saying "rates are different". Since clocks are point size, locally those big numbers holds. Unless the curvature strength gets high, points unstable oscillating (also mathematically), as when they touch the margins of a black hole, where the discussion ends becoming irrelevant.

If time runs faster at the top of a mountain versus at the bottom of the mountain, an atomic clock will run and tick faster at the top. So will everything else at the top. Your heart will beat faster, your stomach will digest food faster, the grass under your feet will grow faster. But only the atomic clock allows you to MEASURE the difference. You see in order to detect such differences you have to place the same observer at two places at the same time, which you will agree is impossible. The differences appear when you have to sent the readings from one clock to the other clock location. For that you need to use radio or fiber optics and so you will have different paths through spacetime, which generate the difference.
