Question: Is a period of the Cs 133 hyperfine transition take the same amount of TIME to complete in all frames of reference? 
I don’t think so. The GPS support what I think. A GPS second is redefined to have 4,4647 periods of Cs 133 radiation than the ground clock second. This is designed to make the GPS and the ground clock to run at the same rate in terms of absolute time.

And as I've told Tom many many times, his BELIEF in magical signals is nonsense.  Time ticks at different rates at different altitudes, PERIOD.  It has been demonstrated countless times.  

Tom just considers the people who did the demonstrations to be INCOMPETENT. OR, if they are not incompetent, he says the people writing about the experiments were LYING.  

Signals cannot change rates while moving down a mountain.  If they did, the signals would soon be arriving before they are emitted.  Tom Robert's BELIEFS are ABSURD.

It appears normal to you, but when you compare your clock to a clock that was not moved or is at a different altitude, you can see your clock ticked at a slower rate than a clock that did not move, or a clock that was at a higher altitude.

Then yes, you understood the procedure I guess. But that's different from 
saying "rates are different". Since clocks are point size, locally those 
big numbers holds. Unless the curvature strength gets high, points 
unstable oscillating (also mathematically), as when they touch the margins 
of a black hole, where the discussion ends becoming irrelevant.

When you drive downhill in your car, the tick rate of your clock becomes slower and slower.  When you drive uphill, the tick rate of your clock becomes faster and faster.

You question "'when' does the rate makes it's change?" makes no sense, since it doesn't change at some moment, it changes with altitude.

Clocks measure time.  If time runs faster at the top of a mountain versus at the bottom of the mountain, an atomic clock will run and tick faster at the top.  So will everything else at the top. The only problem is that "time" does not run faster at the top of a mountain
versus at the bottom of the mountain.

You see in order to detect such differences you have to place the same observer
at two places at the same time, which you will agree is impossible.

The differences appear when you have to sent the readings from one clock to the
other clock location. For that you need to use radio or fiber optics and so
you will have different paths through spacetime, which generate the difference.
