No it is not. Let's see if you understand Wikipedia's phrasing
of the Equivalence Principle:
"In the theory of general relativity, the equivalence principle
 is any of several related concepts dealing with the equivalence
 of gravitational and inertial mass,"

IOW, it has nothing to do with the equivalence of
accelerated motion and gravity.

YOU REALLY NEED TO LEARN HOW TO READ. He did NOT say that at all.

He essentially said that 30000ft * 1g is far greater than 29ft * 20g.

You also need to learn how to do arithmetic. And how to THINK.

The only way I can make sense of that is if you are saying that the stationary clock and the moving clock BOTH tick 9,192,631,770 times per second (their tick rate).  And you are saying that if one clock accumulates more ticks during a period of time (such as a second), the tick rate remains the same.

Yes, but the point is that the moving clock will accumulate FEWER ticks EVEN THOUGH the tick rates were the same.  Why?  Because both clocks MEASURE one second as being 9,192,631,770 ticks REGARDLESS OF HOW LONG A SECOND REALLY IS.

You should really read about the Hafele-Keating experiment.  I can send you a copy of their papers, if you need them.  The difference in gravity at ground level versus 30,000 feet is like comparing 1G to 0.9999Gs.  In the centrifuge experiment, the comparison is between 1G and 20Gs.

If there is any concern about atomic clocks not working at 20Gs, they can perform experiments at 2Gs, 3Gs, 4Gs, etc., etc., until they start having problems.  Then they can identify the nature of the problem to see if it can be eliminated.  Meanwhile, all the lower G comparisons will still have been valid experiments and valid tests of gravitational time dilation combined with velocity time dilation.  I just used 20Gs because that is the maximum speed of the Ames centrifuge.

is the elapsed time the clocks show, because each clock is following a different
path or trajectory from its starting point to its end point and, similarly to
an odometer, the elapsed times shown are different.

YOUR GUESSES ARE WRONG.

The centrifuge clock travels a helical path through spacetime, while the 
lab clock travels a straight-line (inertial) path through spacetime. 
These paths are manifestly different, and they differ in elapsed proper 
time by 0.93 ns for this experiment.

This experiment does NOT measure gravitational "time dilation" [#], it 
is an implementation of the twin paradox and measures the difference in 
elapsed proper times over different paths through spacetime.

	Bailey et al did a MUCH better version of this, storing
	muons at 0.9994 c in a storage ring. Their acceleration
	was ~ 10^18 g. Now THAT is a powerful "centrifuge" that
	completely outclasses your (NASA's) 20 g.

You just don't understand: clocks similar to H&K's clocks cannot 
distinguish a 0.93 ns difference over 22 hours. This is because of their 
measurement resolution, and has nothing to do with the fact that they 
also won't operate at 20 g. Just leave two of them sitting together in a 
lab, and over 22 hours they will typically diverge by more than 0.93 ns 
(but the actual amount is random, so you cannot know it in advance).

No, the difference in time dilation isn't proportional to difference in acceleration at the two locations, it's proportional to the amount of work needed to lift (say) a one pound object from one location to the other.  The centrifuge has 20g acceleration at the end, but the arm is only 29 feet long, so it wouldn't take much work to "raise" an object from the end to the center (where there is no centrifugal time dilation at all).  By comparison, in Hafele-Keating there is only about 1g acceleration but the planes are over 30,000 ft up, so the work to lift an object is FAR greater.  (This is just a way of explaining gravitational potential.)  That's why the time dilation in Hafele-Keating is much greater than for this centrifuge.

If you weigh 180 pounds at 1G, you will weigh 360 pounds at 2Gs and 540 pounds at 3Gs.  That's a significant difference, and the time dilation due to that "acceleration" will be easily measured by atomic clocks.  You could do the same thing on a rocket sled, but you cannot sustain that level of acceleration for as long.
