In primitive physics, time is a real dimension which grows in a way that makes it inevitable that states will change (ala JC). In human society, the Linguish Anguage has a construction of the past and future that has complexity way beyond primitive physics. Time grows out of the Earth at light speed. That time passes by rockets that race to the stars, but not all time passes the rocket, only v/c seconds passes by the rocket.
