Relativity theory depends on the facts from clocks.  This is fine.  Where are our clocks located?  Mechanically, mostly, with measures that are less than a mile away and most of the time spent on small measures at small distances.  This is the validity of special relativity- the idea of attaching clocks at two separate locations and measuring the time.

Once we get GOOD control of our clocks- is usually in the small confines of our go/come machines.

A clock is a continuous measuring 
of the passage of time.

To get enough precision to find 
differences in local distances as 
of relativistic effect, the clocks 
are almost all a given particular 
configuration of an "atomic" clock 
that is driven by energy waves of 
a particular "stable" radioactive 
isotope.  

These days there are also configuration 
of "lattice arrays" or atomic clocks 
with the notion of that these could 
increases precision.


Radioactive effects aren't quite so 
well understood as they they'd differ 
under various conditions of gravity, 
or gravity's effect on clocks.

The second effect or time dilation is 
one of those "takes effect at .999c, .99c, 
.95c, .9c, .8c, .5c, ...".  It doesn't 
much take affect at < .5c, and by then 
you're flying (in the sense of tres rapide).

Much like other "high energy" (or high 
precision) man-made experiments, there is 
quite a mono-culture of implementation, and 
even unsuitably sparse confirmation.  Every 
few years NIST CODATA updates the running 
constants, again, there is somewhat a dearth 
of varieties in organization.
