You actually got relative motion correct in those three paragraphs.

As seen by the slower clock.

Usually the 'slower clock' is stationary in some chosen frame of
reference, to make the math easier.

H-K used the center of the earth as its frame of reference, but "that
point over the North Pole" is stationary relative to the center of the
earth so it works just fine.
