I mentioned that a few replies ago, and you have it backwards. Maxwell's
Equations have two forms, an exact form where you account for every single
charge and current, and a less exact macroscopic form which is simpler to
use. The macroscopic form simplifies things by treating regions as being
homogeneous, with a mu and epsilon that differ from the vacuum constants.
For example you can treat a section of glass with a dielectric constant
e_r greater than 1 as homogeneous rather than accounting for every single
atom of silicon, oxygen etc.

This wouldn't work for my intergalactic X-ray photon which sees:
(vacuum...vacuum...vacuum...vacuum...vacuum...ATOM!...vacuum...vacuum...vacuum...vacuum...vacuum...)
since as far as it is concerned, space isn't homogeneous.

Or use the more exact but more demanding microscopic solution.
