In the earth frame the muon is moving at just under the speed of light, while in the muon frame the earth is moving at just under the speed of light (in the opposite direction). This is true for both the Galilean transform and the Lorentz transform. The correct way to think of it is the earth and muon approach each other at just under the speed of light. Relative motion. The difference is, the Galilean transform has no time dilation, so it's rather difficult to explain how a muon, which travels 660 meters during its half-life of 2.2 microseconds, yet is able to reach the ground from elevations of well over 10,000 feet. <snip crap using a broken clock AGAIN>
