The force (in the weak field limit, which applies in most systems) is known to be proportional to the product of the masses and inversely proportional to the square of the distance between them. However, this number Mm/r^2 also does not have the dimensions of force, so a conversion factor is needed to get a number with dimensions of force. G is that conversion factor, and it is universal for all systems anywhere in the universe.
