No, Stupid Ken.  The speed is the wavelength divided by the frequency. So
c=Lambda_i/f_i, and c' would be Lambda_o/f_o.

Therefore, c'=c(Lambda_o/Lambda_i)*(f_i/f_o).

It just so happens that lambda and f change by the same amount (inversely) so
that it always happens that c'=c.

This has been known since before Einstein.
