Maybe...but as I understand it, the atomic clock uses an absorption 
technique and because the frequency of light as defined by c/lambda is 
far too high to be countable directly it uses a counter that relies on 
the accuracy of a frequency reduction circuit.

On reading about frequency combs, I received the distinct impression 
that the 'beating' was actually between two wavelengths and not 
frequencies. The latter was still inferred by employing a term of the 
form c/L
