You seem not having yet read with sufficient detail the 1905 Einstein
text; he is the first one talking about time as clock dependent. Well,
maybe not the first - but neither Leibniz, nor Kant hasn't said
directly, AFAIK (possibly I'm wrong).
By Einstein's definition, time is what clocks indicate. Experiment
shows, clocks on GPS indicate t'=t, with the precision of acceptable
error. Thus, according to Einstein's  own definition of time, time is
galilean. By experiment.
