There actually are no rules. There are, however, certain technical
protocols which, if not followed, could lead to posts not being
accepted by servers or to other problems. To learn more about it,
go do your own basic research. The keywords "usenet" and "NNTP"
ought to help get you started. It would probably be advisable for
you to perform web searches using a language in which you are able
to communicate, assuming that such a language exists.
