This is not true. A theory must be possible. IOW no experiment should be in contradiction to a theory. If an experiment shows, that the theory can't be correct, the theory is wrong. But usefulness is not a requirement. We can create theories, which are perfectly useless, but are still valid theories. We can also create theories, which have no measurable entities in them. E.g. in cosmology we could assume things about the time before the big bang and that would be impossible to measure or verify. So theories should describe aspects of nature with assumptions, which we regard as valid.
