The second IS STILL 'day-related'.

A day has 24 hours, an hour has 60 minutes and a minute has 60 seconds.

So we had occasional 'leap-seconds' added, since day and definition of 
'second' seem to run out of synchronisation.

Actually I think this slowing down of Earth stems from 'Growing Earth' 
and not from 'tidal friction'.

(Reason: internal friction does not destroy angular momentum).
