In total, 60 teachers lost their licenses following "sexual conduct" investigations from Oregon's Teacher Standards and Practices Commission (TSPC). Following high-profile cases in St. Helens and Banks, KGW submitted public records requests for teacher misconduct and TSPC investigation data to better understand the scope of educator abuse across Oregon. In addition to the 60 sexual conduct revocations, 21 teachers had their licenses revoked for other sexual transgressions that were classified differently by the TSPC, according to KGW's review of revocation orders. Most of these revocations were connected to "boundaries" cases, often related to grooming allegations. "The numbers are higher than I thought they would be, it's really sad to hear how high they are," said Amber Kinney, an attorney who specializes in child abuse cases. Breaking it down by year: 6 teachers had their licenses revoked for sexual conduct in 2019 11 teachers had their licenses revoked for sexual conduct in 2020 8 teachers had their licenses revoked for sexual conduct in 2021 15 teachers had their licenses revoked for sexual conduct in 2022 13 teachers had their licenses revoked for sexual conduct in 2023 7 teachers had their licenses revoked for sexual conduct in 2024 TSPC data shows that an additional 36 "sexual conduct" cases and 116 "boundaries" cases are under active investigation. "The number of revoked licenses doesn't reflect the victim count and it doesn't reflect the predator count," said Peter Janci, attorney for Crew Janci LLP, a firm that represents sexual abuse victims. "We know from our work in this area that it's very difficult to get teachers to the point where their license is actually revoked, and even if they are reported, they may not have discipline against them." St. Helens incidents Gabe Barker and Anna Boiko, seniors at St. Helens High School, said their school year has been shrouded by scandal. "It's been shocking because just more and more keeps coming out about it," Barker said. Barker's former choir teacher, Eric Stearns, faces 29 sexual abuse charges against 16 different people. Retired math teacher Mark Collins is accused of sexual abuse against four different students. "It's kind of hard for people to trust their teachers," Boiko said. St. Helens Superintendent Scot Stockwell recently resigned after four months on leave, and high school principal Katy Wagner is currently on leave, accused of failing to report the abuse. "I feel like students aren't safe, still," Barker said. Janci noted that well-publicized cases with criminal charges like the ones in St. Helens represent only a fraction of concerning incidents statewide. "It's the tip of the iceberg," Janci said. "It's a much more pervasive problem — many of the cases that we've handled involve predators who are never reported." Cases span many districts Oregon's TSPC investigates reported abuse and posts final discipline orders online, often years after a case is first reported. While publicly available, the current website does not allow for the sorting of final orders by case type, such as sexual conduct, or other details. KGW used a public records request to further sort through the data and find examples of educator sexual abuse. Among the cases, a 17-year old girl said a Hillsboro teacher sent her explicit photos and videos, kissed her, touched her, and attempted to have sex with her. A Woodburn teacher had sex with a student and then paid the student $20,000 in exchange for a thumb drive of explicit photos he had sent, before he was later criminally charged. A Portland student said a teacher started grooming her when she was 15 — texting, sending snapchats, sending nude photos, and having video phone sex. These three teachers, and nearly every teacher accused of sexual abuse, declined to interview with TSPC investigators, limiting the release of information and instead having their licenses revoked by default. Spotting sex abuse cases Kinney and Janci said common patterns leading to sexual abuse include teachers isolating kids and messaging with them privately on social media. "Grooming is the gateway to sexual abuse, most cases start out where grooming occurs," Kinney said. Janci said there have been indications of "boundary" violations in nearly every sexual abuse case he's ever handled — evidence that adults need to speak up sooner. "When we see red flag behavior, we immediately intervene and we alert the experts so that they can do proper investigations," Janci said. "We make sure that predators don’t continue to have access to kids while investigations are going on, and also we need to continue to reinforce the victims that this isn't their fault, they're not alone and things can get better." He believes children are increasingly willing to speak out about abuse, but still, not every concern goes reported. Barker and Boiko said it's about finding adults who will amplify students' concerns. "I feel like kids haven't ever been afraid to actually speak up about anything, but it's been getting the right voice to speak up about it," Barker said. Systemic issues Oregon law makes individual school districts responsible for educator background checks, which includes contacting previous employers and checking for TSPC discipline orders. However, state investigations can take years to complete, very few "failure to report" cases are ever filed, and some abuse allegations are kept quiet. "There has historically been a common practice of 'passing the trash,' which is sort of insider lingo for allowing a teacher to quietly resign and move on to another position," Janci said. Janci said he believes Oregon should expand reporting requirements and tighten background checks within the state. There’s no state record of how many concerning teachers have moved from one district to the next. "If you don't fix the culture and the system that those people are operating in, you're playing whack-a-mole, you're getting one predator and waiting for the next one to pop up," he said. TSPC uses a national clearinghouse called NASDTEC to identify educators who have been disciplined by other state education and licensing agencies. The commission also continues each investigation and makes a case determination, even when educators resign their positions within a school district or offer to surrender their licenses voluntarily. Cristina Edgar, Director of Professional Practices with TSPC, said failure-to-report cases are rare due to the challenge in establishing clear evidence that an educator had knowledge of abuse and willfully failed to report it. "Improving accountability in mandatory reporting is an ongoing priority," Edgar wrote in an email to KGW. "Increased training for educators on their legal responsibilities, clearer reporting protocols within school districts, and stronger interagency collaboration between schools, law enforcement, and regulatory bodies could enhance reporting practices." Barker and Boiko said students just want to be believed and supported, and for adults to be more vigilant. “It's hard to talk.
