The old v5.6 was "centered" around 2 km up which is interesting because that's "above" around 1/2 the back radiation from the GHE. In v6 they moved the numerical twiddling do center on 3 km up which is then above 1/2 the atmosphere. Even so, 2016 is likely to come in at equal to 1998 in the UAH TLT v6 data series. As of Oct 1998 and 2016 are in a statistical dead heat.
