And therein lies a big part of the problem.  If everyone, save a small 
handfull, simply "lurk in the background ... waiting for something to 
happen" then the result you see becomes almost a forgone conclusion.

There was a point in time not long ago (I think it was sometime last 
year) where someone had yet another complaint about "why do all you 
respond to AOB, knowing he won't change, please just stop...." and we 
all did stop for a while.

The group went silent, save for an occasional AOB post being sent out 
to an empty auditorium.

If everyone lurks, waiting for "something to happen" then somewhat by 
definition nothing will happen.  Stuff only happens because someone 
posts something.
