The US and most of the world's large democracies are a two-layer
democracy. You have states that have certain responsibilities, and
you have the Feds with other responsibilities.

So you layer a third step above that with a division between Imperial
and Federal responsibilities. (Imperial is the word that came to me,
but in my mind, an "emperor" is optional in this conjecture.)

A fourth layer may be necessary with each system a "state" in the
over-empire.

No doubt. China already hints at what sort of things might be necessary as populations and territories increase, their government is elaborately multi-tiered already.

But the scale problem comes in through theh window if you lock the door. Imagine the Galactic Union a few thousands years from now, to a citizen living on Earth: he might live in the municipality of Paris, which is part of the District of France, which is part of the European Region, which is part of the Terran Planetary Government, which is part of Sector 3923, which also contains a few hundred other worlds. Then he's also part of Oversector 20, which contains a few hundred Sectors. Above that is the Galactic Quadrant, which has hundreds of Oversectors and millions of worlds, and finally at the top whatever passes for the central state.

This is an issue whether we're talking about nested fiefdoms or democratic polities. If there are 100,000 Galactic Grand Duchies, odds are theh Emperor will never even _meet_ all of his high nobles, much less interact with them in any meaningful way. But even 100,000 Galactic Duchies might still individually contain many hundreds of _worlds_, each potentially with billions of people.

The scale problem is there one way or another.

Green Lantern is the Green Lantern of Sector 2814. In a sense the Green
Lanterns are an iteration of the scale issue. The Green Lanterns are
fantastically powerful space police partly inspired by the Lensmen but
objectively speaking they make no noticeable impact because each of them
has a beat that is simply too large to effectively cover even for a
person who flies around at faster than light speeds and has power only
slightly inferior to Superman, so crimes and interstellar invasions are
happening all over the place just based on how unlikely it is that the
Green Lantern will even be there instead of somewhere else.

Ah, yes, since there are only 3600 sectors. Perhaps the Universe, if Riemannian,
is cut up along the lines of a 120-cell; then each dodecahedron is cut into five
pentagonal pyramids, each pentagonal pyramid into five pieces - and then the two
such pieces that have a face in common from adjacent dodecahedra are joined
together to reduce the number of sectors from 7200 to 3600.

Mind you, while the Guardians created the Green Lantern Corps, as far as I know
they hadn't introduced a universal government.

The 3600 sectors were supposed to be in the Milky Way
Galaxy. They should really be the "Guardians of the
Galaxy," but "Universe" is grander.

BTW, the GotU appeared first, taller, and without the Corps,
in the Captain Comet strip in STRANGE ADVENTURES, v1 #22

John Broome, writing as "Edgar Ray Merritt"
"Guardians of the Clockwork Universe."
Adam (Captain Comet) Blake was like a cross
between Captain Future and Superman, without the
loyal crew, and more centered on mental power than
physical. First appearance in 1951: a "Silver Age"
hero born too early, while the "Golden Age" of comics
was dying. He was a "mutant hero" a decade before
Prof X and his students.

You don't need a fourth layer. The federal layer is equivalent to the imperial layer.

But, given the probable disparate natures of all these worlds, the
purpose of the upper layers would be primarily that of peacemaker,
arbitrator or such like.

Set broad policy, like mandating representative democracy on a planetary
level, banning interstellar warfare and piracy, setting galactic tax
rates, and running the Galactic Patrol to enforce this stuff.

All the fiddly bits like land zoning, drivers licenses, etc, would be
left to the planetary level or lower.

I would expect a single, galactic constitution spelling out the broad
principles, and how the delegation system works, then leave it up to the
lower layers to run things.

I agree, any human-based galactic-scale state would almost by necessity have to be highly federalized, whatever the form of the state. Either the elected government of particular worlds would handle most of the governing, or the planetary baron would be for most purposes _the_ ruler from the POV of the locals.

This would be true even if there was great cultural homogeneity across the galaxy. In fact, such homogeneity might be a necessity to keep such a loose system from coming apart at the first shock.

Large, homogenous nations seem to be atypical.

What interests require coordinated responses on a galactic scale, I

In Star Wars the primary interest of the Republic appears to have been
ensuring the flow of interstellar trade. They did no administration of
the planets themselves and their only way to punish misbehaving worlds
was to blockade them until they played nice.

In Lensmen the function of Civilization was to defeat Boskone. And
Boskone's purpose appeared to assure that no species would ever rise to
threaten Eddore.

If the Galactic Empire of the Foundation Series has a point, it remains
unclear to me beyond the fact that Trantor needed an empire just to keep
itself fed. But it didn't need an empire that was that big. Asimov did
however regard the goal as being to eliminate all war everywhere.

The EU decided that free trade required a multitude of laws standardizing products, some of which were then used to push various popular causes, such as energy saving. I have not replaced the boiler in my house because EU law requires that I replace most of the central heating system if I do so, and that the new boiler must be a condensing boiler, which are complex and unreliable. Some types have a tendency to stop working when it gets cold enough to freeze the condensate in the outflow pipe. When I phoned in to a maintenance service to get a (very rare) boiler failure fixed, I had to sit through a recorded message telling all of those people who had condensing boilers how to manually thaw out the outflow pipe with hot water from a kettle.

I believe the US (but not the EU) has redistribution of income between the various states to reduce inequality. Those of the EU who work for an "ever closer union" may note that redistribution might make it easier to reduce the problems caused by using a common currency across states that have very different economies and even very different ways of thinking about economics (compare Ordoliberalism with Keynesian Economics).

Some public goods, such as scientific research, might best be funded centrally to produce the best possible research centers, with the results disseminated to all.

I think Schmitz's Overgovernment is actually pretty small and most of its efforts could be summed up as strategic defense against various threats, for reasonably wide definitions of threat. In the Universe of the Lens there is a short piece when Kinnison is concerned about how much money his schemes are costing where he is told that due to "restriction of government to its proper sphere" government only taxes a few percent or so, so I imagine that they are almost entirely concerned with Boskone, which wouldn't be much of a deviation from their original concerns about pirates.

Not really.

There are states that receive more benefit from federal activities
than they pay in taxes, and vice versa, but it's absolutely not a
deliberate redistribution, and it isn't meant to reduce inequality.
It's largely a matter of programs intended to alleviate poverty and
programs intended to support agriculture spending more money in poor
agricultural states than in wealthy urban ones because that's where
the poverty and agriculture are.

My state of Wyoming has the lowest population of any state. Each federal
program typically includes a statutory minimum amount of largess to be
doled out to each state. Due to our small population Wyoming, along with
several other small population states, typically receive the statutory
minimum. But our small population leverages that minimum up to a per
capita maximum.
At some point, states with large populations just don't care about
what they perceive to be the chicken feed statutory minimum amount. It's
just so much fiscal noise to them, a rounding error not worth a quibble.

Thank you,

It's not clear to me from the one classical Asimov we have that shows
the Empire while it was growing that they had the ability to stop
growing as long as there were new worlds to conquer.

A coordinated galactic evacuation after a supernova chain reaction
occurs at the galactic core of Known Space that unleashes a "deathwave?"
The "deathwave" will spread to eventually extinguish all life in the
galaxy. No matter how unlikely the success of a galactic evacuation it
still gives creatures hope and leaves them with a sense of purpose to
their lives.
