BTW the Governors plan to put cops on trains over night will be USELESS.
 If the cops rfuse to arrest anyone or clear the homeless from the
system, then having them there is NO PURPOSE.  It will be just cheaper
to install inflatable punch toys that look like cops and stand
themselves up after being punched.

At least they will avoid overtime costs.
