Yes. Most of the vagrants refuse to stay in shelters.
They need serious help and should not be allowed out.
Drugs and alcohol have destroyed their brains and they may never be normal.
Further, by keeping them local, their drug dealers and gangs can find them.
THat's why the idea of sheltering them locally makes no sence.
ANd most crime and drug use in the shelters takes place in bathrooms because
they don't have cameras - that's a perversion of privacy rules.
I would implant GPS trackers and antiscizophrenia infusion pumps (tho the new
meds last three months) in those who wander more than three times. ANd tatoo
them with a bar code, so they don't waste their times in repeated intake
processing operations and can be redirected to help.
