Yes, it is the wrong architecture. "earm" on netbsd-9 basically means
arm v5 or higher. It has been "renamed" to earmv5 in current.

For SA1110 you need earmv4 packages, and there are no bulk builds providing
those. You will need to use pkgsrc to create them yourself.

You should be able to run NetBSD-8 packages on a NetBSD-9 system -
though not mix NetBSD-9 and NetBSD-9 packages in the same /usr/pkg

There's no need to downgrade, it should be possible to install compat80
on 9.2 and then you should be able to use 8.0 packages.
