It does still exist, but only on a limited number of (old)
architectures which supported that interface (most commonly i386).

Its man page is still installed everywhere, which might be worth
fixing though.

All that said, it is kind of unlikely that a low priority non-critical
feature addition request from more than 23 years ago is going to get much
attention now, when nothing was even done with it, since (src/usr.sbin/apm
has been changed more recently - as recently as 2011 - so it is possible
the patch in the PR would no longer apply).

That was on my to-do list already - though I did not realize the command 
still exists on some platforms. Also mentioned in 
https://gnats.netbsd.org/58330, which I am not sure how to feel about.

ISTR what is left of apm is a compatibility shim on top of ACPI.

This leaves machines like my Thinkpad T23 out in the cold, because the 
original apm subsystem has been ripped out (partly), and their ACPI 
support is not new enough to be supported. Result is no power 
management at all, which is annoying for a notebook.
