uncore_cpumask_init() is only ever called from intel_uncore_init() where the
mask is guaranteed to be empty.

perf/x86/intel/uncore: Remove pointless mask check

uncore_cpumask_init() is only ever called from intel_uncore_init() where the
mask is guaranteed to be empty.
