[PATCH] arm64: dts: mediatek: Add cpuidle support for MT2712

Add CPU idle state nodes to enable C1/C2 idle states.

This patch bases on latest Matthias v4.13-next/dts64 branch [1],
add CPU idle states for MT2712.
